I'm fairly certain the Hero was the first and last mortal to ever defeat Sheogorath. While my skyrim character is varius zarion (he's from the same family as Claudius) who uses a steel sword with a fire enchantment (named flamestrike) and a shield which gives him resistance to magic. If we assume the Hero of Kvatch gets to use his Sheogorath powers while the Last Dragonborn uses the full power of his dragon shouts and potential godly Shor power, then the battle would be pretty even if the fight happens in Tamriel since a Deadra's power is much weaker outside of their realm while Mundus is essentially part of the Nine Divine's realm, thus Shor/Talos would have a significant power boost from fighting there while Seogorath would be weakend by the location.
